Hilary Hamlin, Vice President

Hilary has a strong clinical background and over 35 years of experience working in behavioral health at both the local community and state/national levels.  She has helped organizations with the definition of requirements, selection of systems and implementation of both payor and EHR information systems in the behavioral health.

Expertise

  • Skilled manager within Community Mental Health provider agencies and with two State Departments of MH/DD as well as manager with two federally funded projects.
  • Independent consultant with state, county and non-profit agencies using broad skill set to accomplish a wide array of activities including performing needs assessment, managing information system selection and leading design and implementation projects.
  • Extensive experience overseeing all aspects of IT system transformation from writing RFP’s, managing vendor selection process, contract negotiations, implementation project management, and working as a liaison with vendors.
  • Project Director/Collaborator with Robert Wood Johnson Resources for Recovery project and Technical Assistant Collaborative of Boston
  • National Marketing Director for a Behavioral Healthcare Software Vendor;

Recent Projects

  • Senior Project Manager for the State of Alabama DMH – SA and MRDD Divisions where she co-wrote with the requirements and RFP, managed the system procurement and then guided the state through the entire implementation process
  • State of Ohio – MACSIS Project including extensive work with Heartland East and Lucas County; the TOPAZ Project for Harris and Tarrant Counties in Texas
  • Lead with Commonwealth of Massachusetts HHS MITA (Medicaid Information Technology Architecture) state specific assessment where Phase II resulted in a set of comprehensive system requirements and RFP for the Departments of Mental Health, Developmental Disabilities and Public Health
  • Implementation Project Manager for SAFY (Specialized Alternatives for Families and Youth based in Ohio) implementing a centralized EHR system across the nine states where SAFY does business.

Hilary has a Master’s degree in Social Work from the University of Tennessee College of Social Work and a Master’s in Public Administration from The Kennedy School of Government at Harvard University.
